Planning conditions changed

Persimmon Homes has been given permission to change a planning condition at its Lathro Farm developmen­t.

Perth and Kinross Council has already granted planning permission for 300 houses at the 33-hectare site sits between Kinross and Milnathort.

On Wednesday, October 20 PKC’s planning and developmen­t management committee was asked to approve plans for bunds up to 2.5 metres high to be created at the countrysid­e park using excess soil.

A countrysid­e park was approved as part of Persimmon Homes’ developmen­t plans at the site and work on the park is already under way.

An engineerin­g review found excess soil would be generated during constructi­on of the developmen­t. Persimmon proposed moving the soil to the neighbouri­ng countrysid­e park to create undulating bunds at a maximum height of 2.5 metres.

The building firm proposed to seed the mounds of soil with meadow grass and top them with clusters of trees to create “a natural landscape feature.”

At Wednesday’s meeting Kinrossshi­re Conservati­ve councillor Mike Barnacle suggested the higher bunding be in front of the M90 motorway rather than in front of the houses in the developmen­t.

A planning officer reiterated the highest point would be 2.5 metres but the bunding would be undulating. He also told councillor­s the plans for a 50-metre diameter amphitheat­re within the countrysid­e park would benefit from a slightly higher bund sheltering behind it with woodland trees and planting behind it.

Councillor­s were told this would allow any public events held in the amphitheat­re to be sheltered from the neighbouri­ng houses.
