Planning conditions changed
Persimmon Homes has been given permission to change a planning condition at its Lathro Farm development.
Perth and Kinross Council has already granted planning permission for 300 houses at the 33-hectare site sits between Kinross and Milnathort.
On Wednesday, October 20 PKC’s planning and development management committee was asked to approve plans for bunds up to 2.5 metres high to be created at the countryside park using excess soil.
A countryside park was approved as part of Persimmon Homes’ development plans at the site and work on the park is already under way.
An engineering review found excess soil would be generated during construction of the development. Persimmon proposed moving the soil to the neighbouring countryside park to create undulating bunds at a maximum height of 2.5 metres.
The building firm proposed to seed the mounds of soil with meadow grass and top them with clusters of trees to create “a natural landscape feature.”
At Wednesday’s meeting Kinrossshire Conservative councillor Mike Barnacle suggested the higher bunding be in front of the M90 motorway rather than in front of the houses in the development.
A planning officer reiterated the highest point would be 2.5 metres but the bunding would be undulating. He also told councillors the plans for a 50-metre diameter amphitheatre within the countryside park would benefit from a slightly higher bund sheltering behind it with woodland trees and planting behind it.
Councillors were told this would allow any public events held in the amphitheatre to be sheltered from the neighbouring houses.
