Should I Confront Lying Boyfriend?

My boyfriend and I have been together for just over a year now. I trusted him but recently he said he couldn’t meet me one evening as he was working another night shift. But on my way home from having dinner with my friend, I noticed him walking down the street with another woman, chatting and laughing quite loudly. My friend, who was driving, followed them at a distance until they entered a pub. I didn’t see them do anything bad, but why would he lie about working late to spend time with this woman? I felt confused and angry, but my friend suggested there could be an innocent explanation. Should I confront him about this?
