Delays on reopenings

How can it be that such obvious reopenings as Colne-Skipton ( RAIL 816) and Stratford-Honeybourne ( RAIL 819) are taking forever to progress to construction? If these routes were in the South East, there would be no doubt about the outcome. Alan Fell, Exeter
