Decision on new homes delayed
A DECISION on a proposal to double the size of a housing development and carry out stabilisation and drainage works has been deferred.
An application by Brendan and Harrison Kiely to build four more semi-detached homes at land at Hurst Platt, in Rawtenstall was due to be ruled on by committee on Wednesday, June 21 but the applicants but will now be heard at the next meeting, which is yet to be confirmed.
It has been delayed because Rossendale council’s consultant engineer, Michael Pooler, has not formally confirmed a suitable drainage and stabilisation scheme for the site.
Planning permission had already been granted for eight houses at the site off Waingate Road in 2014 by a different landowner, but after they built four houses and carried out significant excavation work – without necessary conditions being discharged – the council’s enforcement team served a temporary stop notice.
Subsequently the land to the north has moved, resulting in a landslip which caused damage to the neighbouring gardens and outbuildings of houses on Hurst Crescent.
The land was sold, and the new developer, the Kielys, are applying to regularise the existing development and build a further four houses.
They are also proposing a land drainage scheme, and works to stabilise the site and the northern slope.
