Homes plan to take section of green belt
PLANS have come forward for a development of 14 houses in Stacksteads encroaching into Green Belt.
Brother Developments Ltd has applied to Rossendale council for planning permission for four two-bedroom and eight three-bedroom houses, with two more of four or more bedrooms for vacant land at Heath Hill, off Booth Road.
It would include associated creation of 28 new parking spaces, hard and soft landscaping and diversion of an existing public right of way. In its planning statement, the applicant states: “The majority of the site is within the urban boundary, with a small area located within the Green Belt, has good accessibility credentials and is in a sustainable location.
“The majority of the site forms part of the Council’s proposed housing allocations in the emerging Local Plan.
“The site is in single land ownership, being solely within the ownership of B&E Boys Ltd.”
The land forms part of a garden and detached building associated with Heath Hill House. This building was formerly a residential property, but planning permission was granted in August 2019 to change the use to a family residential assessment home for new mums.
The statement goes on: “The planning permission has been implemented and the building is now used for a very worthwhile local service which provides care and assessment for up to five families (mostly mothers and babies) all of whom which reside permanently at another address but stay at Heath Hill
House for the duration of their assessment only (which is approximately 12 weeks).
“The application site forms the remaining part of the land around Heath Hill House which historically formed the large area of private garden land associated with the family home.
“The application site is in an excellent location for residential development, which will complement the existing neighbourhood in the immediate locality.”
Planning papers explain that the applicant opted not to undertake pre-application public consultation on the proposals during 2020 as it had not been appropriate to do so given “legal matters” in hand at the time.
Rossendale council will make its decision on the application later in the year.

● A HOUSEHOLDER has applied for a single-storey rear extension, at 77 Newchurch Road, Rawtenstall.
● A HOUSEHOLDER has applied for the erection of a single-storey rear extension, at 27 Piccadilly Street, Haslingden.
● A HOUSEHOLDER has resubmitted an application for the erection of a two-storey side extension and partial removal of conservatory, at 1 Barnes Avenue, Rawtenstall.
● A HOUSEHOLDER has applied to create a balcony to the rear of the dwelling, with access gained from forming a door from an existing window in bedroom one, at 6 Vale Mill Court, Burnley Road, Edenfield, Bury.
Mr W Grundy has applied in full for the construction of an apartment block containing four onebedroom flats, with associated works, at land at Bury Road/Lomas Lane, Rawtenstall.
Mr Ray Yim has applied in full for the conversion of the mid terrace house into three self-contained units, at 256 Newchurch Road, Stacksteads, Bacup.
A householder has applied for the extension of the existing porch, erection of a proposed single-storey rear extension, and erection of a detached single-storey garage, at Cemetery Lodge, Edward Street, Facit, Rochdale.
