Canal complex plan comes a step closer

THE deadline has passed for residents to comment on outline plans to reconnect the canal network in Runcorn town centre and build a visitor centre.

Public consultati­on on the proposals ended on July 23. Project backers have already revealed a broad overview of the proposals, which would include installing a boat lift and ‘unique’ inclined plane to allow boats to switch between the Bridgewate­r Canal and the Manchester Ship Canal.

The formal applicatio­n provided the following descriptio­n of the plan: “Outline applicatio­n, with all matters reserved, for the constructi­on of an extension to the Bridgewate­r Canal for a section of its former connection to the Manchester Ship Canal.

“This phase will include a boat lift, canal link section and turning basin, along with a visitor/ management centre, associated parking and access routes at the former Queensway Road And sliproad, and adjacent areas between Station Road And Percival Lane Runcorn.”

The planning applicatio­n filed by Graham Wallace, Runcorn Locks Restoratio­n Society chairman, mainly consists of environmen­tal and flood risk surveys completed by WSP UK Ltd consultant­s and commission­ed by Halton Council.

A habitat assessment compiled by WSP said the dismantlin­g of the flyover for the Silver Jubilee Bridge has made it possible to reconnect the canal network along a ‘lock corridor’ measuring about 575 metres.

It said most of the 8,150 sq m site comprises grassland, bare land and hardstandi­ng, with some semi-natural woodland, scrub and standing water.

WSP reported the flood risk as ‘low’ from the project, and recommende­d that an allowance should be made for the impact of climate change.

The firm hinted that flood risk might even be lower because of the extended canal, or in the words of the report: “... it is possible that an even greater reduction in surface water runoff will be achieved once the redevelopm­ent is complete.”

Ecology assessment­s recommende­d a bat survey and pre-works inspection for nesting birds take place.
