Ex-airman facing lifelong restriction
A FORMER serviceman who paid women to sit on babies is facing jail after being branded an ‘exceptional’ danger to children.
Andrew Kerr, 36, who served in the RAF for a decade, paid women to sit on infants for his sexual gratification.
He duped women into sending him videos of them crushing young children, claiming on Facebook he was a documentary maker and stuntman. Kerr had his case sent to the High Court yesterday after psychologists ruled that he would continue to pose a high risk throughout his life.
Kerr was described as one of ‘the exceptional few’ members of the public who would pose a danger to others and has the potential to be a child killer.
A forensic psychologist previously described Kerr as posing a ‘high risk’ to the public and said his behaviour could lead to children being injured or killed.
Sheriff Alistair Carmichael yesterday took the rare step of passing the case on to the High Court so that Kerr can be further risk-assessed with a view to imposing a lifelong restriction order upon him, which means he would either be imprisoned or monitored indefinitely.
Sheriff Carmichael said the gravity of the case had been illustrated in forensic psychologist Dr Lorraine Johnston’s report in which she warned Kerr would continue to pose a potentially fatal threat to children.
He added: ‘The report states he constitutes a risk to others, either physical or psychological, and there is a risk that babies or children could sustain injury – severe or fatal.’
Kerr, of Dunoon, Argyll, previously admitted that between November 2012 and July 2018 he had child abuse images at RAF Lossiemouth, Akrotiri in Cyprus, and at home.

2017 trying to incite a woman in Elgin, Moray, to assault a child by sitting and standing on them. He admitted inciting a second woman in Arbroath, Angus, to assault two children aged just over a year old by sitting on their heads and bodies in June 2018.
Dundee Sheriff Court previously heard that Kerr paid women to sit on babies for his sexual gratification.
Fiscal depute Eilidh Robertson said videos showed a 16month-old child ‘extremely distressed, crying out’.
John Kilcoyne, defending, said: ‘He appreciates the longterm damage he has done.’
Kerr’s bail was continued.
