In cooler temperatures and fewer daylight hours, is lure fishing still viable?

HG says: I think the viable lure fishing seasons depend very much on two things – where in the country you do your fishing, and what the winter throws at us. Don’t discount doing things differently as well. Indeed, I note with interest how some anglers are now catching wrasse on lures all year round.
We’ve had some winters down here in Cornwall when it rages for weeks on end, and you can’t actually get near most of the water, whereas a more ‘normal’ winter would see me feeling pretty confident of catching bass on lures from the shore until at least early January.
What is ‘normal’ these days, though?
