Is it permissible for kayak anglers to launch from boat slips in harbours?

GR says: Yes, it’s perfectly acceptable, and boat slips make excellent launching sites because they are generally found within the sheltered walls of a harbour.

When launching from a slip, just make sure to observe the required etiquette of sharing the slip with other users – don’t take too long, don’t hog the slip, do not leave your car on the slip, and, when landing, move your kayak out of the way as soon as possible so as not to obstruct other boat users. Essentially, use common sense when it comes to launching and landing at busy slips.
