Petition as objectors voice fears over ‘gated homes’ bid

OBJECTIONS have been made against plans for a gated community to be built in a Cardiff suburb.

Plans for two houses and 11 flats to be built on a corner plot between Church Road and Heol-y-Delyn in Lisvane have been revealed.

The new-build house would be a five bedroom property and the existing property on the site, Lozelles, would be extended and changed to contain two bedrooms.

There is already a Victorian house and outbuildin­gs there.

The plans have already gone to the planning committee, but no decision was made, instead councillor­s went to visit the site.

The plans are for two blocks of flats and two houses to be built. A new footpath would also be built to connect Heol-y-Delyn to the shops on Church Road.

A number of objections have been received, including 20 letters and a petition of 111 names.

They say that the proposal is “out of keeping with the village area” and also that it is “visually overbearin­g”. It is also described as “unneighbou­rly”.

Concerns have been raised that there is insufficie­nt parking provision and it will result in the loss of green space.

Planning officers say that there have been “significan­t” changes to the plans since they were first submitted. “The scale of the apartment block element of the proposal has been reduced significan­tly, to the extent that the two blocks would now be sufficient­ly set apart to be considered appropriat­e to the local context in terms of layout, scale, form, massing and density”.

Another concern is the impact on the listed St Denys Church.

The council’s conservati­on officer says that the views of the new buildings “would not be considered to materially affect the way in which the building is experience­d”.

The report concludes: “The proposal is a brownfield site and is located within close proximity to local amenities.

“The proposed scale, massing and design is considered to meet national and local policy objectives and have regard to the character of the area. For the reasons outlined above, planning permission is recommende­d for approval subject to conditions.”

The scheme is recommende­d for approval when the committee meet on Wednesday.
