Community could help reopen library

-

A CITY library that was forced to close on health and safety grounds could yet be transformed by the local community.

Roath Library was shut in November 2014 because of significant problems, including a boiler failure and leaky roof.

But now Cardiff council is appealing for groups and residents to ensure the property on Newport Road is still used through a community asset transfer.

A council spokeswoman said: “The council is welcoming expressions of interest from organisations or groups for a community asset transfer of the former Roath Library building to ensure the continued use of the property for the benefit of the local community.”

The council is asking for interested groups to submit detailed business plans on how they would use the building.

A council document outlining the plans states: “The council is seeking viable options to secure the future of this property and is committed to providing guidance and support to help applicants through the transfer process.”

It adds that “all options and proposals of the future use” will be considered, subject to planning permission, and that they are “keen” for public access to the property is maintained. Any interested groups will have to go through an assessment looking at their business plan and how it would benefit the community.

After the closure of the Grade II-listed building, temporary provision was provided at the Cardiff Royal Infirmary site.

The council spokeswoman added: “We are pleased that permanent library provision will be established for the area in the former chapel at Cardiff Royal Infirmary and are working in partnership with Cardiff and Vale University Health Board to convert the building into a café, library and information centre.”

Dozens of people demonstrated outside the library when it was closed.

Any expressions of interest should be submitted to the council no later than noon on October 31 and further information can be found at www.cardiff councilproperty.com
