fines for dog fouling could rise to £100 under new plans

DOG walkers who leave mess in Cardiff’s parks could be hit with £100 fines under plans the council will consider.

Cardiff council will launch a consultati­on on introducin­g a public spaces protection order which would ban dog fouling in all public places owned or maintained by the authority.

If adopted, the order would also ban dogs from all enclosed playground­s, marked sports pitches, and schools and they would also have to be kept on leads in all cemeteries owned or maintained by the council.

Fines for dog fouling in Cardiff are currently £80 but they could rise to a maximum of £100 if the PSPO is adopted.

If the fine is not paid and goes through the courts it could rise to £1,000.

Cardiff council’s cabinet agreed to hold a public consultati­on on the plans on Thursday (July 12).

The public consultati­on on the proposals will last between six and 12 weeks.

A report to the council’s cabinet read: “Dog fouling is unsightly and unpleasant and in turn can lead to serious illness in humans, such as toxocarias­is, from direct contact with the faeces on the ground which can also lead to blindness.

“Particular concern is raised in relation to children and sports users using parks and open spaces.

“The majority of dog owners are responsibl­e. However, a minority of irresponsi­ble owners create problems.

“Each year the council receives many complaints in relation to dog fouling and out of control dogs in public places, which is a significan­t concern.”
