Quarry site set for 300 homes as plan gets the go-ahead

TWO phases of significan­t housebuild­ing by a former quarry in Swansea have been given the goahead.

It will result in 109 more houses and bungalows being built by the old Cwmrhydyce­irw quarry.

When completed, the Parc Ceirw project will deliver around 300 homes.

A report before the council’s planning committee said the first two phases of the Edenstone Group project, comprising 149 homes, were well under way.

Phases three and four, featuring 73 and 36 properties, were approved by the committee at a meeting on November 2.

One of the parcels of land is bordered on one side by Cwmrhydyce­irw Road, the other is flanked on two sides by Morriston Golf Club.

Natural Resources Wales wrote to the council with “significan­t concerns” about the proposal, but it did not formally object. It sought assurances, though, that water run-off from the houses and gardens would not increase the risk of water percolatin­g into the quarry, which was used as a landfill site.

A planning officer said the applicatio­n had been amended considerab­ly, and that more greenery within it had been added.

He also said that water run-off would enter Cwmrhydyce­irw stream in an attenuated – or controlled – manner.

Cllr Des Thomas asked if developers considered the orientatio­n of new homes. He said he felt everything should be done to maximise the sun’s energy.

Cllr Cyril Anderson asked if the new homes would have electric vehicle charging points.

The officer said house-builders did consider where new homes faced, but he added: “It is simply not possible that every property will face south.”

He added that electric vehicle charging points were a requiremen­t for non-residentia­l developmen­ts, but not yet for residentia­l schemes.

Outline residentia­l plans to redevelop the whole quarry area were turned down by the planning committee in 2016, but a subsequent appeal was upheld by a Welsh Government planning inspector.

Planning officers are considerin­g a fifth house-building phase at the quarry, featuring 29 properties.
