Bins planning condition
Plans for three townhouses in the centre of Dunblane are being recommended for conditional approval by Stirling Council planners.
The application by Brian McKay seeks to develop land south of Allan Flats in Millrow.
Council roads officials say the loss of up to two parking spaces at the front of the site is “not ideal” at the location but add that, coupled with the fact development was previously approved for the site, it is not enough grounds for refusal.
Planners said: “The area is within Dunblane Conservation Area and currently has two single storey garages/workshops within it.
“Permission was previously granted in 2008 for a three-storey building containing six studio flats. An application for Conservation Area Consent for the removal of the two garages is also currently pending consideration.
“The site is an infill site which has residential accommodation to the north and south. To the east are the rear of buildings which are situated on the Dunblane High Street.
“Currently there is on street parking and a car parking area situated in close proximity to the development site. Monies have been secured in relation to the parking provision and signage through a Section 75 Legal Agreement. The proposed ground floor garages will be retained in perpetuity through the imposition of a condition.”
One letter was submitted regarding the application over concerns that “the entire area is covered in wheelie and recyling bins, invariably on the pavement and the road, forcing pedestrians on to the road”.
However, planners said: “A planning condition has been imposed to ensure the bins are positioned in an area that will not have a detrimental impact on the safety of the pedestrians or the visual amenity of the area.”
