Private company on track to win tender

A private company are set to be handed a 25-year contract to run the area’s sports and physical activity services.

As we revealed in Friday’s Observer, contractor Sports and Leisure Management Ltd (SLM Ltd) has been named “preferred bidder” in a tendering process for the contract, worth £25 million.

It would hand them the management of the £23.7 million Stirling Sports Village which includes The PEAK, Forthbank Stadium, performanc­e village and a range of outdoor facilities.

Nineteen potential providers expressed interest in taking on the contract but only three organisati­ons submitted initial bids although one later withdrew from the process.

In a battle with Active Stirling, the private company out-scored their rivals by 84.92 to 68.18 in a procedure which evaluated the quality and price of the rival bids out of a possible 100.

In a report, due to be tabled at a special meeting of the council tomorrow (Thursday), children, communitie­s and enterprise director Stacey Burlet said the contract with SLM Ltd would yield estimated efficiency savings of £2 million in the first five years of the contract.

SLM Ltd parent company is Castle View, based in Bridge of Allan, but their registered address is in Hinckley, Leicesters­hire.

The firm will be obliged to deliver the contract through its subsidiary, SLM Community Leisure Charitable Trust and register with the Office of the Scottish Charity Regulator.

And the report states the new contract would be subject to a “rigorous and robust” governance structure and management regime involving council officers and elected members. Sports clubs and sportscotl­and would also have an involvemen­t.

Ms Burlet explains in the report that the contract would be the largest service agreement to be let by Stirling Council.
