Care home has champagne bar

A new care home completed on the site of a former Stirling bowling club features a champagne bar.

Morrison Community Care Group (MCCG) is now offering residentia­l, nursing and dementia care services at Roselea Court for people over the age of 65.

The company say the new home features 50 private en-suite beds, cinema, hair and beauty salon, café, dining facilities, private gardens - and the champagne bar.

The developmen­t has been created in partnershi­p with the Glasgow-based contractor CCG (Scotland).

Stirling Council’s planning panel approved the applicatio­n by Morrison Community Care Ltd for the 50-bed care home at the former Livilands Bowling Club, off Randolph Road, at the end of 2019.

At that time, panel members heard that legal opinion had been sought during the process of determinin­g the applicatio­n.

Officials wanted to know whether the applicatio­n could proceed in the light of policies laid down in the council’s Local Developmen­t Plan.

The LDP has a presumptio­n against further provision of private nursing or residentia­l care home accommodat­ion for adults and older people unless supported by the outcomes and commitment­s of plans drawn up by the Integratio­n Joint Board for Stirling and Clackmanna­nshire. The board favours allowing people to be supported in their homes, instead of going into care homes.

But council planners who had assessed the legal opinion told the panel while there were doubts over the policy in the LDP they (councillor­s) could not take these into account when determinin­g the applicatio­n.

Officials believed the use of the site for care home purposes within a residentia­l area was otherwise consistent with the LDP.

Five comments had been submitted along with five objections to the planning applicatio­n for the care home. The main concerns included insufficie­nt off-road parking for staff and visitors.

However, roads officials had no objections subject to conditions being put in place, and that a transport statement had been submitted by the applicant along with an increase in proposed off-road parking from 12 to 16 spaces.

Councillor Benny had also sought assurances about the scale and design of the proposed building saying it had the potential to be “quite monumental in quite a small suburban area”.

But council planners said: “It is set back 29 metres from the nearest residentia­l property. It will be a lot bigger than the little clubhouse is just now but it won’t be out of keeping with the area.”

The former Livilands Bowling Club closed in 2019 after its once thriving membership of 120-140 players dwindled to only 36 registered members. It had originally opened in 1910, moving to the site in 1976.

MCCG managing director Paul Sokhi said this week on completion of the building that he was “thoroughly delighted” with the end result, adding: “Working with our partners CCG and Holmes Miller, we build care facilities which promote the rights of the individual whilst ensuring privacy, dignity and respect.

“Furthermor­e, the principles of our design ensure that we deliver unmatched standards of quality and comfort which are both evident throughout Roselea Court.”

CCG managing director David Wylie, said: “Scotland’s elderly population is growing rapidly and it is becoming increasing­ly important to provide modern accommodat­ion that will support people’s needs later in life. Roselea Court is another great example of our partnershi­p and a welcome addition to the city of Stirling.”
