New calls for ‘failing’ care home to close

DEMANDS are being made for a care home for the elderly to be shut after a raft of ‘scandalous’ failings were found - for the third time in a year.

The Care Quality Commission (CQC) inspection has again branded Rosemount Care Home, in Edgeley, inadequate after finding residents administer­ing their own medication.

Other concerns were insufficie­nt references for new staff, dark corridors because lights did not work and insufficie­nt smoke detectors in some places.

There was possible ‘illegal care’ as deprivatio­n of liberty safeguards had not been properly applied for and staff working before disclosure and barring service checks (similar to CRB checks) returned.

Councillor Philip Harding, a member for Edgeley and Cheadle Heath ward, said: “It is a scandal of the first order and unpreceden­ted.”

Councillor Philip Harding, a member for Edgeley and Cheadle Heath ward, said: “It is a scandal of the first order and unpreceden­ted.

“During my 17 years on the council I have never seen any care home as bad as this. It should be closed down and its licence withdrawn by the CQC, who should take the owners to court.

“Where do you start? The home doesn’t appear to have a manager, there’s lights with no bulbs, patients self medicate - it is outrageous.

“These people should not be allowed to run a care home anywhere in the country.”

The inspection took place in March, following other worse ones in September and April last year, and the report has now been published.

Overall it was described as inadequate with safety, effectiven­ess and leadership given the same rating. Care and responsive­ness was said to ‘require improvemen­t’.

The report also states training is poor, medicines are not managed safely, there is a lack of cleaning schedules and a consultant has been employed in the role of ‘acting deputy manager’.

Some residents were left in the same chair all day and a new carpet was a trip hazard because it had been badly fitted.

Inspectors were told that staff were ‘nice and privacy and dignity were respected’, there had been some redecorati­ng recently and signage has been improved.

The home has space for up to 17 residents, some of who have dementia.

The Stockport Express twice rang Rosemount, on Cheadle Old Road, to ask for a comment.

On both occasions the woman who answered hung up when she was told who was calling.
