Germany signals intention to enter peace talks
The German Reichstag had met and the Imperial Chancellor Dr von Bethmann Hollweg announced that Germany and her allies had notified to the Entente their readiness to enter into peace negotiations.
Dr von Bethmann Hollweg then read the text of the Note, transmitted to the Entente Powers through neutral states and also a Note to the Pope. “The communications explore the evils wrought by the war, affirm Germany’s willingness to enter into peace negotiations (on the basis that also can never be conquered), and throw the responsibility for the continuance of the war and bloodshed on the Entente, who ‘forced ’the war on Germany.
“According to Berlin, advices received in New York, the indication is that Germany will propose the restoration of the status quo before the war, with the exception of the establishment of the independent Kingdom of Poland and Lithuania.
“German newspapers promise‘ frightfulness’ should Dr von Bethmann Hollweg’s proposals meet with refusal.
“Germany’s peace overtures are regarded in neutral countries as insincere and indefinite. The move is considered an effort to shift responsibility for the continuation of the war to the Entente with a view to strengthening the moral position of Germany at home as well as creating an impression in neutral countries. Little hope is expressed that the Note will be accepted.
“The French and British Press consider the proposal a manoeuvre to divide the Allies.”
