The number of superintendents and chief superintendents has fallen from 213 to 170 since Scotland got a single force in 2013.
And their leader says the extra pressure is taking its toll on their mental and physical health.
Chief Superintendent Niven Rennie, chairman of the Association of Police Superintendents, says members are not taking holidays, are taking work home at night and end up on call 24 hours a day.
A survey of senior officers found some were suffering mental health issues such as depression.
And a number said they had been to their GP for help in coping with work-related illnesses.
Many are using their holiday allocation to recover from illness rather than reporting in sick.
Rennie pointed out that Glasgow is now overseen by one chief superintendent, Brian McNulty, compared with six in the 1990s.
McNulty has more officers under his command than some chief constables in England – but only a fraction of the resources and salary.
Rennie said he would like to see A shortage of supply teachers across Scotland has deepened, according to education chiefs. In a survey, more than two-thirds of the country’s 32 councils reported the situation had got worse over the last year.
The report said councils found it “very difficult to provide sufficient cover at the moment” for subjects such as science and mathematics and computing and business.
