A PERV was arrested after sitting in a branch of McDonald’s with a balloon – and his COCK – hanging out of his trousers.

Michael Hebdon, 62, was arrested and charged with open lewdness, disorderly conduct and indecent exposure.

A cop called to the fast food restaurant in Clearfield, Pennsylvania, saw Hebdon sitting at a table with a birthday balloon sticking outside his pants zipper and his genitals exposed.

Hebdon told police he was from New York and homeless. He said he was passing through the area and had slept under a bridge the night before.
