A file on Phil Shiner, who was struck off last month for dishonestly pursuing torture and murder claims against troops, has been passed on by the Solicitors Regulation Authority.

It comes after 60-year-old Mr Shiner, from Birmingham, was declared bankrupt on Tuesday, according to the Insolvency Service.

London has benefited from diversity, the former education secretary said, helping drive up standards.

But Mr Gove also warned there are costs to migration, with class sizes forced to grow in some cases and families missing out on places at favoured schools.

Mr Gove said: “There’s lots of evidence that London having become more diverse has contributed to educational standards rising in London.”
