Serial flasher who exposed himself in front of Sunday morning runners is jailed for 11 months

A serial flasher who performed a sex act in front of people doing a Sunday morning parkrun has been jailed.

Lee Scott had his trousers around his ankles and was leaning against a wall, pleasuring himself, in full view of the runners in Mowbray Park, Sunderland, on February 12.

Newcastle Crown Court heard three women taking part in the early morning 5km event told the 46-year-old they “didn’t want to see that”.

But prosecutor Rachel Masters told the court: “He wasn’t phased by their presence and continued.”

The court heard marshals from the parkrun contacted police, and Scott told them he was “high on drugs and having a laugh”.

A few weeks later, on the night of April 26, Scott exposed himself and performed a sex act in front of a lone woman waiting for a lift near a bus stop in Ethel Terrace, Castletown.

Again, he had his trousers around his ankles, and his private parts exposed.

When police arrived Scott had dropped some white powder on the floor, which turned out to be amphetamin­e, and he told the officers “that was good whizz”.

The woman told police she felt “uncomforta­ble and intimidate­d” by what she saw, and was worried in case he approached her.

Scott, of North Bridge Street, Monkwearmo­uth, Sunderland, admitted exposure, outraging public decency and possession of amphetamin­e.

Miss Masters told the court the victims were all “shocked and disgusted” by what they saw.

She added: “The ladies running in the park had concerns about the fact children could have been present, given the time of day.”

Scott has two previous conviction­s for exposure and one for similar behaviour in front of a child.

Judge Robert Spragg sentenced him to 11 months behind bars, and said he must sign the sex offenders’ register for 10 years.

The judge said Scott continued his behaviour at the parkrun, despite being told to stop.

He told him: “You said you were high on drugs and having a daft laugh.

“The victim statements make it clear this was anything but an amusing incident.”

The judge said reports indicate Scott has a “lack of concern for the harm” he is causing.

Vic Laffey, defending, said Scott is someone who “needs help” and has significan­t difficulti­es.

Mr Laffey added: “He was under the influence of that drug at the time he committed the offences.”
