Local services for delivering milk during wartime are revised and new schemes are proposed as people become dissatisfied with the existing service. As young men are sent to the army, older men are asked to work harder to make up for the loss. It is also proposed that a single retailer should deliver milk to a single area or street as opposed to two or three retailers. Retailers and the public are requested to share the workload and those who left for war should be allowed to keep their customers on return.
