Council chasing compulsory purchase of prominent site
Council officials in Fife are seeking permission to pursue a Compulsory Purchase Order in relation to a prominent site in Kirkcaldy.
Members of the region’s assets, property and facilities committee will be asked next week to approve plans to buy land at Ingleside Works just off Smeaton Road, which is part of a wider area particularly affected by long-term industrial decline.
The council plans to undertake demolition, site clearance and remediation works, which in turn will enable the local authority to promote the site for redevelopment.
In a report ahead of committee, Robin Presswood, head of economy, planning and employability, said the subjects have latterly been designated as a waste transfer station and are owned by Hampad Ltd and Charttower Ltd under separate titles.
“Whilst the structure does not constitute a dangerous building under legislation, there is a risk that it could become dangerous if no action is taken,” he noted.
“The building is a tall structure and given the prominent location of the site is particularly visible to local residents and businesses in the immediate area.
“The site is located on the junction of Junction Road and Smeaton Road and adjoins the east coast main railway line and is therefore highly visible from these transport routes.
“There have been reported incidents relating to vermin on the site which presents a potential public health issue.
“Having regard to these issues the site therefore represents a significant deterrent to securing future investment in the area.”
