Under arrest

Men suspected of being Isil fighters were detained yesterday near the Kurdish-held city of Kirkuk. Ayad Allawi, Iraq’s vice president, told the Associated Press there could be a “civil war” over Kirkuk if talks on Kurdish independence are unresolved.
