David Cameron went to Brussels in February 2016 to get a deal that he hoped would convince Britain to stay in the European Union.

Ultimately he failed, although he did secure an exemption from a measure that would have legally forced the UK into “ever-closer union” with Europe and he won safeguards for the City of London against the eurozone’s burgeoning influence.

His plan to pay no benefits to EU migrants arriving in the UK for four years was reduced to benefits being phased in over that time. Yesterday’s agreement gives unconditio­nal access to social security, healthcare and education to all EU citizens who move to Britain before Brexit day – as well as their family, future partners and their unborn children.
