Surprise plan

Emmanuel Macron has taken France by surprise with a plan to offer state workers voluntary redundancy to shrink the bloated public sector – there are more than 5.5million on the government payroll. But unions are meeting on Tuesday to decide whether to take industrial action over the plan.
