Top North Korean official goes south

North Korea is to send its highest ranking official ever to South Korea, amid an ongoing thaw in relations over the Winter Olympic Games. Kim Yong-nam, 90, the North’s ceremonial head of state, will arrive as head of a delegation this Friday.
