Philip Hammond, the chancellor, is weighing up a move to help plug the NHS funding gap by raising £10 billion in extra tax for its 70th birthday, according to reports last night. The Treasury declined to comment, and it’s believed precise figures are still being worked out. It comes after The Daily Telegraph revealed how Mrs May was looking at lifting caps on foreign doctors being allowed to work here.
