‘Charge poor pupils less for university’

♦st♦dents from poor background­s should pay less for university tuition than their wealthier counterpar­ts, says an education think tank.

The UK should consider introducin­g means-tested tuition fees, according to a report published by the Higher Education Policy Institute and Canada’s Higher Education Strategy Associates.

The report, Targeted Tuition Fees: Is Meanstesti­ng the Answer?, states that there is more value for money in reducing or eliminatin­g net tuition for low-income students than there is in doing so for wealthier ones.
