OLEG SILCHENKO

Mr Silchenko is a former investigat­or in the investigat­ive committee of the Russian interior ministry. The Foreign Office claims he refused Sergei Magnitsky access to his family and engaged in the oppressive questionin­g and other mistreatme­nt of the lawyer.

MUSTAFA MOHAMMED AL-MADANI

The former Saudi intelligen­ce officer was present during the unlawful killing of Mr Khashoggi in the Saudi consulate in Istanbul.

ALEKSEY VASILYEVIC­H ANICHIN

The former deputy minister in the Russian interior ministry is thought to have been involved in the mistreatme­nt of Sergei Magnitsky while in detention. The Foreign Office said he oversaw a “team” which failed to investigat­e complaints made by the lawyer about his mistreatme­nt.

NAIF HASSAN AL-ARIFI

The former first lieutenant worked in the office of the Crown Prince in Saudi Arabia. He was part of the 15-man team sent to Turkey by Saudi authoritie­s.

AHMED HASSAN MOHAMMED AL-ASIRI

Mr Asiri held the position of deputy head of Saudi Arabia’s intelligen­ce services and is believed to have been involved in the unlawful killing of Jamal Khashoggi. The Foreign Office believes he is the senior official who commission­ed the 15-man team sent to Turkey to kill him.

MIN AUNG HLAING

The commander-inchief of the Myanmar armed forces is responsibl­e “for atrocities and serious human rights violations committed against the Rohingya population in Rakhine state”, according to the Foreign Office.

SAUD AL-QAHTANI

The former adviser to Crown Prince Mohammed bin Salman of Saudi Arabia is believed by the Foreign Office to have planned and directed the killing of Mr Khashoggi using a 15-man team.

SOE WIN

As deputy commanderi­n-chief of the Myanmar armed forces, the Foreign Office hold him responsibl­e for the “serious human rights violations” of Tatmadaw troops.

SALAH MUHAMMED AL-TUBAIGY

The former forensic doctor with the Saudi Arabia interior ministry was present at the time of Mr Khashoggi’s death and is thought to have played a direct role in the killing and concealmen­t of evidence.

NORTH KOREAN MINISTRY OF STATE SECURITY BUREAU 7

As the entity responsibl­e for running North Korea’s political prison camps, MSS Bureau 7 is involved in “widespread serious human rights violations committed against prisoners”, according to the Foreign Office.

MANSOUR OTHMAN ABAHUSSAIN

Held the position of major general and worked in the office of the Crown Prince of Saudi Arabia. The Foreign Office claim he was involved in the unlawful killing of Mr Khashoggi and the later concealmen­t of evidence.

NORTH KOREAN MINISTRY OF PEOPLE’S SECURITY CORRECTION­AL BUREAU

As the bureau responsibl­e for running prison camps in North Korea, the Foreign Office claims it is “involved in the murder, torture and subjection to forced labour of people” inside.
