Portrait of Adriaen Hendriksz Moens by Anthony van Dyck, stolen by the Nazis, is to be returned to the heir of its original Dutch owner by Dr Oetker, a family-owned German manufacturer of cake mixes, which bought the painting from a London dealer in 1956
