PRIOR to the creation of the State of Israel, a “status quo agreement” was made between religious and non-religious Zionists regarding the relationship between “Synagogue and State”. As a part of this, the Defence Minister is able to “dismiss eligible recruits from service”. Every Defence Minister since 1948 has used this to exempt Charedim from serving in the IDF.
