The service on Mothering Sunday at 10.30am in St Hilda’s will be led by Ros O’Toole. Redcliffe but no details were yet available. Cllr Swiers told the meeting that she had seen on a website of Bournemouth Borough Council dog fouling posters showing eyes, which followed owners to draw their attention to the problem. Cayton Parish Council is to use them and Osgodby Parish Council will be advised of the result of their use in Cayton.
Cllr Randerson reported that he was aware that the county council had at last repaired part of the Filey Road footpath which had been ongoing for two years.
Cllr Randerson advised the council that county council and borough council rates were to be increased by 1.9% and 2%. He had also accompanied Scarborough children on a trip to London, run by the Littlewood Trust, and remarked on how well behaved they had been.
Two members of the public were concerned about the placing of waste on verges in Osgodby. This was attracting gulls, foxes and rats to frequent the area causing an environmental health problem. Cllr Dalby had also received complaints from residents about this practice. Cllr Hemmingham proposed that a letter be sent to the local residents asking them to stop putting out the food. This was seconded by Cllr Dalby and agreed unanimously. Cllr Swiers agreed to ask the Environmental Health Department at the borough council to look into the problem.
Minutes. The minutes of the meeting held on January 3 were agreed as a correct record. There were no matters arising and no planning applications had been received.
Amenities and the environment. Cllr Dalby distributed details of suitable equipment for a play area for mature children. The cost was estimated at around £16,000. Cllr Hemmingham had requested a meeting with the officer of the borough council for playgrounds, but had received no response. Cllr Swiers agreed to follow up the request. Following a meeting with the borough council Cllr Dalby will try to obtain a grant to assist with the purchase of the equipment.
The temporary dog bin placed on the Poacher’s Barn path had been well used, leading to a reduction of uncollected dog waste left on the path. Cllr Robinson suggested that a permanent dog bin be purchased at a cost of £110.
Cllr Robinson reported that more paving slabs had been placed on the Poacher’s path and to complete the whole path a further 65 slabs would be needed at a cost of £259.35. Cllr Robinson proposed that they are purchased. Cllr Robinson is looking into surfacing the rest of the path towards the footbridge. Estimates for various aggregates are being sought for the length of about 300 yards.
Christmas tree. Cllrs Robinson and Dalby are researching suitable trees for consideration to plant as a permanent Christmas tree. The North Yorkshire County Council has been contacted regarding the regulations surrounding the planting of trees on public land. Cllr Hemmingham advised the council that Osgodby in Bloom held a licence from the county council stating the terms and conditions of the planting of trees and shrubs. Cllr Jones is to follow up with county council to enquire if the parish council will also need a licence.
Memorial garden. Cllr Robinson reported that she had carried out work in the garden to prune the Dogwood. Green Thumb had carried out a further treatment. Primroses had been planted in various areas in the garden and the grassed areas had been cut twice in the last three weeks.
Maintenance and highways. As reported in the county council report the Filey Road footpath has been patched in the seriously damaged area. Cllr Jones has been in close contact with county council in recent weeks resulting in them taking action to repair the footpath.
Finance. The bank statement was circulated and signed by councillors. All invoices and payments have been made.
Reports from outside bodies. Cllrs Holdsworth and Dunford attended the Southern Cluster meeting. It was doubtful that monies would be available for grants to parish councils or other applicants during the coming year due to shortage of funds. The members of the cluster are monitoring the proposals for fracking in the area and any developments will be brought to the notice of councils. Cllr Holdsworth had attended a meeting at Scarborough Town Hall to hear the proposals regarding local boundaries due to be finalised in 2019.
Any other business. Cllr Holdsworth requested that all councillors should forward their ideas for the next newsletter which would be produced in May, following agreement at the May council meeting.
A proposal was made that the parish council should undertake to pay the Green Thumb cost of treating the village green or “boat bed” currently being paid by Osgodby in Bloom at a cost of £250 per annum. Cllr Holdsworth proposed this be agreed.
Osgodby Community Association is to place a plaque, in memory of Audrey Wilson, on the community building. Anne and Michael Wilson will attend the ceremony.
The next parish council meeting is on May 2 at 7pm in Osgodby Community Centre. This will be the annual general meeting and assembly.
