Waterpark developer Benchmark has applied for permission to build the cinema, restaurants, accommodation and a multi-storey car park on the former Atlantis site in North Bay.
The applications have been recommended for approval by Scarborough Borough Council officers and will be voted on by councillors at a Town Hall meeting this afternoon.
The plans have returned to the committee to seek an increase in the maximum height of the structure by one metre.
One objection to the plans was submitted by a member of the public who was concerned about the disruption the construction vehicles would cause and also felt the cinema should be sited at a town centre location.
The report which will go before councillors states: “The proposals include a sevenscreen, 1,060 seat, multiplex cinema on the western part of the site facing Burniston Road.
“The 24 apartments would be in the first to fourth floors. The car park containing 311 spaces would be set over four decked levels.”
A spokesman for Benchmark Leisure said: “We are delighted to submit the reserved matters for this exciting scheme, which is a major landmark in the delivery of a new multiplex cinema and leisure facilities in Scarborough.
“This will be another significant leisure investment in the North Bay which will be used by both residents and visitors.
“The recent Tour de Yorkshire proved to be a massive success in this part of town especially, and our aim is to build on this profile and interest with these plans.
“There are a number of operators very interested in running the multiplex cinema and we expect to be in a position to announce this shortly.” Earlier this year, David Bloxham said the development would include “the restaurants you would expect to find alongside a cinema” and local businesses.
