Seamer Parish Council held a meeting in the memorial hall on October 11 commencing at 7pm. Present were Cllr H Mallory (chairman), Cllrs T Groves, V Milner, D Raine and WH Smith, three members of the public and the clerk. Apologies for absence received from Cllrs D Morrison, H Pickles and J Ridsdale and County Cllr D Jeffels.

Public participat­ion. The following matters were raised and discussed: white lining on Main Street, Seamer and Local Plan modificati­ons; potential vehicular accidents at the new mini-roundabout which had been previously addressed by the police.

Travellers’ horse fair; No matters raised.

Resolved that the previously circulated minutes of the meeting of the council held on September 13 be approved as a correct record and signed by the chairman.

Matters arising; none. Correspond­ence; the council considered the following matters: the monthly police report; an email from the borough council regarding the former recycling centre at Crossgates; an email concerning refuse storage bins at Saxon Park; annual RoSPA reports on the play areas at the green and the sports field; an email from the borough council regarding BT’s proposal to remove their telephone kiosk from Napier Crescent due to minimal usage.

Resolved that the correspond­ence be received; no objection be raised to the borough council’s proposal to remove the former recycling centre but they be asked whether the parish council’s noticeboar­d at the site could be moved to the play area at Hadrian’s Walk; Cllr Raine’s offer to consult with parishione­rs regarding other suitable sites for the noticeboar­d be accepted with thanks and he be asked to report to the next meeting on the outcome; the item raised regarding the refuse storage bins at Saxon Park be referred to the borough council; the annual RoSPA reports be received; no objection be raised to the removal of the telephone kiosk, Christmas 2016. Resolved that considerat­ion of this matter be deferred to the next meeting, the council considered an estimate for repairs required to the post. Resolved that the post be renewed at the estimated cost reported.

Planning Applicatio­ns: 16/01651/FL formation of new access, five parking spaces and a one way road within the site at Unit 3, Block B, Dunslow Court, Eastfield; resolved that no objections be raised.

Cllr Milner reported on the last meeting of the CaP Group. The chairman reported on a recent sports associatio­n meeting; resolved that the reports be received with thanks.

Parish security was reviewed and will be reviewed again in November 2016.

Jubilee allotments. The council considered a request for the siting of a 10’ x 6’ greenhouse on a plot, and a request for the provision of leaf mold. The siting of the greenhouse was approved; the person requesting provision of leaf mold be asked to contact the chairman of the Friends of Seamer Village who may be able to assist.

The next meeting will be held at Crossgates Community Centre on November 8, 7pm.
