The Ravenscar and Staintonda­le Parish Council held a meeting on January 19 at Ravenscar Village Hall.

Present were Cllrs W Terry (chairman), Ms C Broadhurst, F James, E Morgan, B Normington, Mrs V Russell, Mrs J Marley (clerk), one member of the public.

Apologies for absence from Cllr S Darrington, County and Borough Cllr D Bastiman (prior commitment­s).

There were no declaratio­ns of interest.

A question was raised about the accuracy of minute 55/16c regarding the Futurist theatre. A robust debate ensued. Cllr Mrs Russell proposed and Cllr Terry seconded a motion that the minutes stood without change. A recorded vote was taken (against Cllrs B Normington and E Morgan, for Cllrs F James, V Russell and W Terry, abstain Cllr C Broadhurst) and it was resolved the minutes stood without change. Having been previously circulated, the minutes of the meeting on November 17, 2016, were approved as an accurate record and signed by the chairman.

Public open forum. Matters raised included 1] the continuing problem of rubbish from Raven Hall blowing onto the cliff path; 2] a request for an update on the unauthoris­ed developmen­t at Denton House.

Matters raised in public open forum: Clerk to contact both Raven Hall and North York Moors and National Park planning.

Reports. a) Police noted clerk’s report that she had not written to CaP meeting as she had attended a meeting with the chief inspector regarding the lack of reports and officer attendance. It was intended that the provision of reports would re-commence by April 2017 and, subject to operationa­l commitment­s, officers would attend meetings after April 2017; b) County. No report to receive; c) Borough. No report to receive; d) Parish. Cllr James reported there was still no post office service at Staintonda­le due to the lack of a suitable internet connection, and the service at Ravenscar had been suspended due to unavailabi­lity of staff. Cllr Normington asked for an update on the unauthoris­ed developmen­t on land and buildings to the west of Craghill – agreed that clerk would contact North York Moors National Park; e) Clerk. No matters to report.

Correspond­ence. a) North York Moors National Park Community Grants 2017 – flyer received and copies given to Cllrs James and Mrs Rusof sell; b) Superfast broadband to Staintonda­le and Ravenscar – letter received from Superfast North Yorkshire and it was noted their intention to upgrade most of the properties in Ravenscar and Staintonda­le to superfast broadband by the end of summer 2017.

Planning matters. Applicatio­ns received: 1 erect two-storey side extension and replacemen­t flat roof to rear with two roof lanterns at 4 Loring Road, Ravenscar – confirmed comments “no objections” submitted under clerk’s delegated powers; 2 erect lean-to extension to milking parlour and three feed bins (maximum height 8m) at Grange Farm, Staintonda­le – agreed no point commenting as 1] 16 months had elapsed between the applicatio­n being received at North York Moors National Park and it being sent to the parish council for comment and 2] the feed bins had been erected several months ago so at least that part of the applicatio­n was retrospect­ive.

Decisions received. The following were noted: one alteration and extension together with constructi­on of replacemen­t garage, Holmlea, Station Road, Ravenscar – granted.

Planning matters received after January 13, 2017: one change of use and alteration­s to pool house to form two holiday cottages with associated amenity space at Island Farm Cottage, Staintonda­le – agreed no objections.

Finance matters. Precept 2017/18 - resolved to set a precept of £1,950. Rent of parish field for 2017 – received letter from JT and E Hudson and it was agreed to rent them the field for the sum of £100 for the year; clerk to make necessary arrangemen­ts.

Accounts to certify. Having been previously notified, the following were approved for payment: T Harland, rural verge cutting, £1,176; Ravenscar Village Hall, hall hire, £10; Post Office Ltd, HMRC Tax/NI, £1; Burniston Parish Council, printing/copying May 1, 2016, to December 18, 2016, £18.93.

The next meeting is on March 16 in Staintonda­le Village Hall.
