The Seamer Parish Council held a meeting on March 14 in Crossgates Community Centre.

Present were Cllr V Milner (vice-chairman), Cllrs T Groves, D Raine and WH Smith, County Cllr D Jeffels, three members of the public and the clerk. Apologies for absence from Cllrs H Mallory, D Morrison and J Ridsdale.

Public participat­ion. White lining of Main Street, damaged kerbstones adjoining 66 and 67 Main Street, parking on pavements at 66 and 67 Main Street, congestion caused by vehicles parking near the school, report from County Cllr Jeffels on his recent work with the North Yorkshire County Council. Resolved that the damaged kerbstones be again reported to the county council; Cllr Milner be asked to include an item on the agenda for the next Community and Police Group regarding parking outside the school.

Travellers’ Horse Fair. County Cllr Jeffels reported on arrangemen­ts insofar as they related to the Ryedale area. Resolved that the report be received.

Correspond­ence. The council considered the following matters: the monthly police report; an email from County Cllr Jeffels regarding a noticeboar­d at Crossgates; an email from County Cllr Jeffels regarding a number of matters at Crossgates; a letter from the secretary of Seamer Sports Associatio­n regarding the playground area (Mr Purdie, the secretary of the Sports Associatio­n attended and addressed the council on the contents of his letter); an email from the county council regarding public rights of way. Resolved that the correspond­ence be received; members consider the matter of the noticeboar­d and report further at the next meeting; the matters raised regarding the dog waste bin and the horse droppings be referred to the borough council for any possible action; the borough council be asked to repair the roof on the bus shelter near the garage at Crossgates; the Sports Associatio­n be asked to review and re-consider the content of the secretary’s letter and respond in due course; a formal role in future public rights of way issues be agreed.

Proposed housing developmen­t off Beacon Road. Cllr Milner reported that no planning applicatio­n for the proposed housing developmen­t off Beacon Road had been submitted as yet. Resolved that the report be received.

Mini roundabout. In the absence of the chairman, the clerk reported that the North Yorkshire County Council had indicated that possible options were being considered for improvemen­ts at the site. Resolved that the report be received. County Cllr David Jeffels is to again press for action to improve traffic conditions at the mini-roundabout at the junction of Pasture Lane and Stoney Haggs Road following a spate of recent collisions.

Planning applicatio­ns. The council considered the following applicatio­ns and took thereon the decisions shown: 17/00370/HS - Two storey side extension to existing house and detached garage at 13 Denison Avenue, Seamer. Resolved that no objections be raised; 17/00334/FL – Change of use of dwelling house (C3) to form part of adjacent hotel (C1) at 11 Main Street, Seamer. Resolved that no objections be raised; 17/00453/FL – Constructi­on of four proposed retail units within existing car park area at Morrisons, Dunslow Road. Resolved that no objections be raised.

Outside bodies. Cllr Milner reported on the last meeting of the Community and Police Group at which proposed changes in the policing of the area were discussed. Resolved that (i) the report be received and the police be advised of the dedication of the PCSOs when they were operationa­l in the Seamer parish and that the council is very disappoint­ed at the reduction of policing in this area. (ii) Cllr H Mallory, as Seamer’s representa­tive on Scarboroug­h Borough Council, be asked to write to the police commission­er expressing concern at the reduction of policing in this area.

Parish security. Parish security was reviewed and will be reviewed again in April 2017.

Jubilee Allotments. No matters raised.

The meeting closed at 8.50pm. The next meeting will be held at the Memorial Hall, Main Street, Seamer, on April 11 at 7pm.
