Garbage grumble

Is the country getting messier, with litter and fly-tipping? People less caring? Less people on the ground clearing up?

If the fly-tipping is on council property, beside road/parks etc, the council will clear it up. But on private land, you are told it is the landowner’s duty to clear it up. Would it not be better if the council had a team to get rid of any fly-tipping?
