Barnett bypassed

The SNP Government have not passed on the Barnett consequentials provided for the NHS and schools. The figure of £1billion should have gone to the NHS and education.

What do we have instead? £27 million of Gaelic signage, a loss-making airport at Prestwick and baby boxes and useless IT systems.
