I am rather surprised that, according to the report, a “public consultati­on” on this issue had a total of 84 responses, of which 26 were councils, 15 were utility firms and 10 were contractor­s, leaving only 13 other responses! It would seem that the “public consultati­on” actually had very little response from the public!
