MIGRATION
Scotland has enjoyed a period of population growth since the onset of devolution, but this has all been down to migration, as the country’s death rate continues to outstrip births. The report argues that continued population growth and migration will be at the heart of the nation’s success after independence and this will both increase opportunities for the next generation of Scots born here and ensure we continue to attract talent. A series of incentives are set out to achieve this, from “transition relief ” tax cuts for highly skilled migrant workers to a new, easy to use visa system.
