Well, China does not seem to want our waste paper and Africa does not want any more rubbish sent there.

In Italy in large towns there is usually a spot at the side of streets where there are five differentl­y coloured and bottomless plastic wheelie bins which are affixed to five large steel containers which are below street level. A truck turns up at regular intervals and swaps the full steel containers for empty ones. It seems to be a better solution to recycling than having five small sets of containers for each household/business.

What they mean is that they are going through millions of taxpayers’ money at private companies and shoulderin­g the responsibi­lity onto them and quite possibly ending up in the same situation that HES have given the NHS with medical waste.
