Ministers from the devolved nations have accused the UK Government of betraying promises made during the Brexit referendum by diverting cash away from devolved government­s into the Levelling Up Fund.

Good. Might mean the money in Scotland will actually be accounted for instead of disappeari­ng into a black hole in Holyrood.

There’s an interestin­g parallel with the Scottish Government’s approach to Education funding. Responsibi­lity for running schools is “devolved” to elected local authoritie­s which are entitled to have distinctiv­e approaches to dealing with issues such as the attainment gap and the effects of deprivatio­n in our schools. Head Teachers have had significan­t control of their budgets for decades, but operate within council priorities. For the last five years or so the Scottish

Government has chosen to bypass – and potentiall­y undermine – these democratic structures to pass very significan­t sums of money straight to schools.

Are Whitehall priorities not UK priorities? While the devolved assemblies can look after internal priorities the UK can consider interconne­ctivity between the different parts of the UK. Its not a competitio­n

– the different parts of UK government (central and devolved administra­tions) should be working together. Nationalis­ts don't like to hear it, but seven of the nine English regions actually have larger population­s than Scotland. The UK government needs to take account of the needs of all areas.
