Give its opinion on Brexit’

this afternoon. Significan­t in that it allowed members to express their views on behalf of their constituen­t and parties on the withdrawal agreement.

“The important thing for me is that at the end of the day there will be a vote and a resolution of the National Assembly and it’s important that these things will be conveyed to the UK Parliament and the House of Commons so that it informs their debates.

“After the vote, I will communicat­e, by letter, with the Speaker of the House the resolution that has been passed by the National Assembly and hopefully then to all members in the House of Commons the transcript of the debate.

“But most important, of course is that the resolution that is carried at the end of the day is the express view of the National Assembly representi­ng the people of Wales in the withdrawal agreement, and matters such as a people’s vote and general election are part of that.”

She denied that the Assembly should not have discussed Brexit as it has no powers over it.

“The National Assembly is the legislativ­e body of Wales but also a voice of the people of Wales. This is the most important of issues at this point in time.

“It would be unbelievab­le if the National Assembly did not express an opinion on the withdrawal agreement.

“I think it’s necessary for the Assembly to have an express view before the UK Parliament reaches its decision.”
