Ex-police officer verbally abused men

A DRUNK off-duty police officer who called a youth the “N-word” and was hostile to a homeless man on a night out has been found to have committed gross misconduct.

Former PC Molly Parr was said to have shouted at and been abusive and hostile towards a person asking drinkers for money outside the Brewhouse pub in Cardiff at a colleague’s leaving ‘do.’

The former Gwent Police officer, who was off duty at the time of the incident on September 4, 2019, was found to have been verbally aggressive to her partner and shouted and used “foul and abusive language” on the same night.

Police Federation representa­tive Steve Thorpe said Ms Parr was “truly sorry” for her “out-of-character” actions.

He previously said that Ms Parr had expressed that she does not wish to rejoin any other police force, after resigning from Gwent Police, and that she should be allowed to “move on with her life”.

Ms Parr was contended to have breached Gwent Police’s standards of profession­al behaviour in relation to “authority, respect and courtesy; equality and diversity and discredita­ble conduct”.

Ms Parr faced one allegation of shouting at and being abusive and hostile towards a person begging for money outside Brewhouse.

The panel found the allegation proved and said it amounted to misconduct.

She also faced allegation­s she was verbally aggressive, using “foul and abusive language” and using racially offensive language.

The panel also found these allegation­s proven and said they amounted to gross misconduct.

Chairman John Bassett said Ms Parr would have been dismissed if she had not already resigned from the force.

Her name will now be placed on the barred list for at least five years.

Ms Parr wrote a letter of apology on November 11, 2019, and later resigned from Gwent Police on January 31, 2020.

Amanda Blakeman, Gwent Police’s deputy chief constable, said after the hearing: “The behaviour of Molly Parr, a former Gwent Police officer, contradict­s the high standards we expect of all our staff – whether on or off-duty. If she had not resigned from the force she would have been dismissed.

“There is no place for this type of behaviour, in particular the aggressive and offensive language used by the former officer, in Gwent Police.”
