TIMELINE OF EVENTS IN PLENARY ON TUESDAY

6.07pm: Plenary suspended. The Presiding Officer was told Mr Davies could not access Zoom or the voting app so Senedd IT staff attempted to contact Mr Davies. They could not get hold of him, so Elin Jones gave her personal mobile number to Mr Millar, the Conservati­ve group’s chief whip, so Mr Davies could vote remotely but no call came.

6.19pm: Plenary reconvenes for voting.

6.22pm and 40 seconds: Darren Millar interjects to say: “Llywydd, we still have a member who’s desperatel­y trying to get into Zoom and cannot get into Zoom.”

6.22pm and 46 seconds: “No, no, no, no. Darren Millar, we are holding the vote, please, and we have made every opportunit­y possible for that named member to get in, including sharing my personal phone, so he could ring”.

Mr Davies had said he would vote against the Welsh Government proposal.

On Tuesday morning he tweeted a screengrab of a statement saying he would oppose the introducti­on of the pass.

“I’ve had so many emails and messages from Vale of Clwyd residents over the past few days to oppose vaccine passes in Wales. To confirm, I’ll be opposing the Welsh Government’s proposal for Vaccine Passports in Wales in the vote today.

“This will be in opposition as your local representa­tive to Welsh Labour backed up by their little helpers in Plaid Cymru who are insistent on these actions being law, which counteract the needs of the people of Vale of Clwyd and North Wales in creating such legislatio­n to make an unfair and two tiered system.

“After 22 years of a Labour Government propped up by the separatist­s in Plaid, it’s high time Wales had a better voice”.

Mr Davies, who is also a councillor, then wrote two follow-up tweets, he said: “I won’t advocate subjecting Vale of Clwyd residents to a second winter of misery and despair when we’ve had the best vaccine rollout in the world. We’ve been through enough, let’s call it quits here and get on with it for the sake of our lives and the personal freedoms that we all enjoy”.

Had he voted on Tuesday, the vote would have been tied at 28 votes each and the Labour motion would not have gone through.

The First Minister has called it an “extraordin­ary” vote and opposition MSs are not calling for another vote to take place.
