continued: “That review has shown there is substantial duplication across the board. Not only is that duplication a waste of resources, it is also potentially confusing for residents who need to access these vital services.
“The council also funds 10 independent advice agencies – each with their own distinct management structures, staffing and finance. This funding is based on historic reasons and is not tied to outcomes achieved for customers.
“With one exception, the third sector organisations involved participated by providing information for the review and all had the opportunity to express their views. A report to be considered by the Transformation Committee recommends the council’s Welfare Rights, Income Maximisation and Money Advice functions be brought together to form a new Financial Advice Service.
“The North Lanarkshire Information and Advice Forum become the North Lanarkshire Advice Network and act as the interface between council services and the third sector. Third sector organisations must participate in this group as a condition of their continued funding.
“Removing the duplication of funding and service provision for welfare rights and money advice across the third sector, with a commensurate reduction in overall funding.
“Commissioning of independent advice services across North Lanarkshire to ensure reductions in duplication and determining outcomes for customers which the commissioned service would have to achieve as part of their contract.
“While the Transformation Committee will consider the report, the final decision on the review of advice services will be for the Policy and Resources Committee to make in due course.”
