Environment
• The Department of Environmental Conservation budget would grow 7 percent to $1.41 billion, while spending at the Office of Parks, Recreation and Historic Preservation would increase 6 percent to $391 million. Some added DEC spending would be part of $2.5 billion secured in 2017 to upgrade public drinking water and sewer systems. To speed up a backlog of repairs, the governor is budgeting an additional $2.5 billion during the next five years.
• The governor wants to expand the 36-year-old bottle recycling bill by adding previously exempted drinks such as sports, wellness and energy drinks, fruit and vegetable beverages, tea and coffee.
• Cuomo wants to support the state’s burgeoning farm-to-market sector by adding 29 new food-safety inspectors at the Department of Agriculture and Markets.
• To encourage the construction of more alternative energy projects, such as solar or wind farms, the governor wants to spend $1.7 million to add eight staffers at the state Department of Public Service to handle project-siting applications. He said it will support his goal of having 100 percent of the state’s electricity supply carbon-free by 2040. Currently, the state is at about 25 percent.
• The governor is proposing legislation that would ban oil and gas drilling in the Atlantic Ocean off the state’s shorelines, potentially blocking an effort by the administration of President Donald Trump to open those waters to drilling.
• He is also proposing legislation that would ban single-use plastic bags.
