City’s IG quits to work in Florida

After more than two years on the job, the city of Albuquerque’s inspector general has resigned to take a job in Florida.
David T. Harper is quitting to work as Inspector General for the Florida Department of Financial Services. He was hired by the city of Albuquerque in April 2016.
The city’s Office of Inspector General operates independently from the executive and legislative branches of municipal government.
During Harper’s tenure, the OIG criticized the city’s compliance with the Americans with Disabilities Act, finding a “systemic failure” to ensure city buildings and infrastructure is accessible to people with disabilities.
His office earlier this year found a city Animal Welfare Department official abused her position to circumvent department processes, and had a conflict of interest when she took shelter puppies home and transferred them to her own rescue operation.
More recently, Harper’s office completed an inspection of the stalled Albuquerque Rapid Transit project, examining the delays, and faulting the city’s quality assurance efforts and compliance with federal transit rules.
“I’m especially pleased of the hard work this office has done to increase transparency and accountability in City government,” Harper wrote in his July 30 notice of resignation.
